This is a simple mutation of the original Sharingan which ties Kaiya and Heizu together through sight. Because of them being born as twins, and their mother having complications at birth, both children share the same chakra signature in Doujutsu's eyes. Because of this, they have shared Sharingan. This is a 2 stage effect.

• Firstly they share vision through each other's eyes. They can see out of both sets of eyes at the same time, naturally.
  
• Lastly, the two children share the same chakra signature so look identical in Doujutsu that shows Chakra flow

Sharingan mutation is Elite due to the perks it still offers. You will need to replace the flaw you have with an elite, or add another super, or add two basic flaws. and also yes flaws follow the same template as the SC.
